Governor Brown Signs Assemblyman Cooley's Business Fee Transparency Bill
SACRAMENTO - On Monday, August 19, Governor Jerry Brown signed into law Assembly Bill 393 (Cooley) - requiring the Governor’s Office of Business and Economic Development (GO-Biz) to provide small businesses with an online location where they can find information on mandatory fee requirements and schedules so that start-ups and established small businesses can budget accordingly throughout the year.
“One priority for a healthy business is the ability to plan,” said Assemblyman Ken Cooley. “Licensure costs and other fees are usually manageable, if the owners can anticipate them and plan for their eventual payment. Protecting the health of our business community sustains jobs in our community.”

Authored by Assemblyman Cooley, AB 393 requires the State’s GO-Biz website, starting on January 1st, 2014, to provide businesses with electronic, downloadable copies of all state licensing, permitting, and registration applications and fees they are required to complete and pay.

“Business licensing and monitoring is necessary in keeping our State’s workforce and consumers safe, but because of a lack of transparency doing business in our state has become burdensome and costly for many,” said Cooley. “This bill’s passage will make doing business in California easier and less time consuming, giving business owners/operators more time to focus on developing their staff and selling their products and services.”
AB 393 was a bipartisan piece of legislation sponsored by the California Small Business Association and supported by the California Chamber of Commerce, California Manufacturers and Technology Association, and the National Federation of Independent Business among many other statewide business groups and also by the Carmichael, Citrus Heights, and Rancho Cordova Chambers of Commerce.
Assemblyman Ken Cooley represents the 8th Assembly District which includes the communities of Arden-Arcade, Carmichael, Citrus Heights, Rancho Cordova, Rancho Murieta, Rosemont, Wilton and other portions of unincorporated Sacramento County.
