Village Streetscape Project Stalls as Costs Increase

Sacramento County Department of Transportation officials expect to begin work on the project sometime in mid-September.

Initial bids on the Village Streetscape project are forcing officials to delay construction at least to mid-September as estimated costs exceed original expectations.

Sacramento County Department of Transportation spokesman Dan Regan explained when the project's two bidders came back with their estimated costs, even the lowest proposal exceeded original estimates by more than $20,000. .

"If the price had come in lower than anticipated, it could have been approved by the director of the Department of Transportation and we could have moved forward," Regan said. "Because the price is higher, it requires it go back before the board and that takes time to get on the schedule."

The County's list of received bids noted Ariza Construction, Inc. and C & C Construction, Inc. as the two contractors interested in the project. Ariza Construction placed its bid on the project at a cost of $533,679, which includes paving, slurry, striping, landscaping and lighting, according to SacDOT. C&C Construction, which listed the same work as well as pervious concrete, irrigation, masonry and "electrical," at a total cost of $619,393.35. Both contractors would employ various subcontractors for project work.

Greg Vincent, chair of the Fair Oaks Village Enhancement Committee, explained the delay has prompted committee members to begin informing the local business owners likely to be impacted by the project construction.

"The folks at The Village Merchants association have been talking with merchants and letting them know what's going on and asking them what would be a good day," Vincent said. "We won't really know, though, till (SacDOT) gives us a date to start."

According to FOVEC meeting minutes, members are hoping the slurry seal portion of the project could be completed on a Monday, though until a date is given, nothing can be certain.
