Water Officials Approve Funding for Village Streetscape Project

The Fair Oaks Water District will use $40,500 from its reserve fund to move water main and other services as part of the streetscape project

The Fair Oaks Water District will dip into its reserve fund by $40,500 to move a water main, fire hydrant and other services in order to accommodate Sacramento County’s streetscape project in Fair Oaks Village.

The $82,500 project includes $42,000 in district labor costs, which will come from its 2012 operating budget.

Operations Manager Michael Nisemboym, however, told the board that the remaining $40,500 for materials, supplies, equipment and contingency dollars will have to come from the reserve fund - money set aside for emergencies or to cover unexpected costs.

“We don’t have a choice,” Nisemboym said, adding that the water services are in the county’s public right-of-way. “We have to move it, or the county will move it for us, and it will be way more expensive.”

Roughly 200 feet of a water main along Fair Oaks Boulevard has to be relocated due to excavation for the streetscape project. Nisemboym said district crews will likely move the water main in September.

The remainder of the project involves storm drains, storm inlets and other services near the intersection of Fair Oaks and Howard Street. Construction on the second phase will begin whenever the county starts work on the streetscape project, which could be in October, Nisemboym said.

The Sacramento County Board of Supervisors approved plans for the Fair Oaks Village Streetscape project earlier this year. Funded by a $513,000 grant from the Sacramento Area Council of Governments, construction was scheduled to begin this summer.

The project was delayed, however, when even the lowest bids came in $20,000 higher than estimated.

Plans for the streetscape project will make the Village more compliant with the Americans for Disabilities Act, widen some sidewalks, narrow the road and add crosswalks and a one-way street.

In additional to decorative streetlights, the project also features changes to the triangle area where Fair Oaks Boulevard intersects Winding Way, including two additional parking spots, a pedestrian walkway and widened curbs and sidewalks.
